a.  Postsecondary education centers: Possible issues to consider

• What is the current status of center operations around the state?
• Are centers still operating based on the Council’s 1998 guidelines?
• Should current Council guidelines for centers be revised to help centers address postsecondary access needs in Kentucky in 2007?
• Should the number of centers be expanded ?
• How can we best use new e-learning strategies to fulfill the mission of centers?
• Do postsecondary education centers address the needs of new and emerging student markets, such as adult learners?
• What role should postsecondary education centers play in the Council’s Double the Numbers plan and the Regional Stewardship Program?
• Is additional funding needed for current or new centers?

b.  Extended campuses: Possible issues to consider

• Are current Council policies adequate to ensure cooperation and coordination among postsecondary institutions?
• What is the best way to create partnerships among public and private postsecondary institutions to promote effective and efficient delivery of academic programs?
• What should the Council’s oversight role be for programs offered within a universities area of responsibility and outside that area?
• How can e-learning best support extended campus programs?
• Do extended campuses address the needs of new and emerging student markets?

c.  Academic program approval: Possible issues to consider

• Are current Council academic program approval  policies appropriate to ensure program quality and efficient use of public resources?
• What is the Council’s role in encouraging collaboration among institutions?
• What should be the role of e-learning in new program development?
