Overview
The Kentucky Council on Postsecondary Education seeks a Program Manager to support the Executive Director of Administrative Services in overseeing the financial activities for the agency.
This position oversees and manages accounting and budgetary activities for assigned units, ensuring effective financial planning, compliance and resource allocation.
Duties and Responsibilities
- Provide overall financial management of private and federal grants and ensure timely drawdowns and reimbursement of grant funds to support grant operations.
- Review and approve financial documents, transactions, and reports required for grants and ensure reporting standards and deadlines are met.
- Offer technical guidance regarding private and federal grant budgets, in compliance with applicable statutes, regulations, policies and procedures.
- Develop, and monitor private and federal grant budgets and expenditure reports to ensure expenditures are in line with the approved budget.
- Prepare financial reports.
- Participate in the planning, development and implementation of agency policies and procedures related to financial management.
- Provide technical financial guidance regarding contracts.
- Monitor expenditures to ensure that the grantee or vendor requirements are met prior to initiating payments to vendors.
- Oversee and monitor fiduciary and pass-through fund disbursements
- Assist with agency financial activities
- Assist with the annual agency audit
- Prepare financial reports for the annual agency audit
- Assist with creation and submission of the agency’s indirect cost rate plan.
- Perform other duties as assigned.
Education and Experience
Minimum Requirements
- Graduate of a college of university with a bachelor’s degree in accounting or finance
- Four years of professional experience in budget administration, financial analysis, accounting, financial auditing, or related field
- Intermediate to advanced proficiency with Microsoft Word, Excel, and PowerPoint.
- Excellent written and verbal communication and presentation skills
Preferred Qualifications
- Master’s degree in finance, accounting, business administration, or related field.
- Experience working with education and financial data.
- Experiencing working in eMARS financial system.
- Working knowledge of GASB and FASB advisory statements, particularly in the area of financial reporting.
- Experience working with Tableau and other business intelligence tools.
